To Catholics...Where in scripture can you validate that this practice is indeed biblical?

Jesus to the apostles, the first priests of His Church, immediately after breathing upon them, indicating a special empowerment by the Holy Spirit: "Whose sins YOU FORGIVE, they are forgiven them". Couldn't be much more straightforward, could it? Where in scripture can I find the tradition that all valid Christian beliefs must be found in the Bible??
