Why do cysts form in the crease of the ocks and how do you treat and prevent them from coming back?

These cysts (abscesses) are extremely painful and seems to occur every few months to a year or two. Heat packs seems to help a little, but are not cures, nor do they prevent them from coming back. Previously, I had two surgically removed and were prescribed antibiotics and pain meds, but that seems to be temporary, because it may reappear in a different area of the ocks again later. Any suggestions?
